A spectacle flange is a steel plate that is cut into two discs of the same thickness and then attached to each other by a small section of steel. The shape is not unlike a pair of spectacles and hence the name spectacle flange.
One of the discs consists of a solid plate, and the other is a ring with a diameter that is equal to that of a flange. There will be an opening at one end of the flange to allow flow through the pipe during operation and the other end is solid to block flow during cleaning and maintenance. Usually spectacle flanges are installed as a permanent device to separate piping systems.
The concept of the spectacle flange is to ensure that the piping system can be properly and securely shut off with no possibility of any flow or leakage through a valve or the pipeline during cleaning and maintenance. A spectacle flange can be mounted in the “open†position to allow normal flow through the pipe. When the spectacle flange is moved to the “close†position, the pipe is completely shut off and no flow is possible. The two discs of the spectacle flange are used to enable or disable the flow during cleaning and maintenance activity.

Spectacle Flange Specifications
Spectacle flanges, ring spacers and spades need to be made from a plate or forging specification that is approved for use by ASME B31.3 and contain the same chemical make-up as the other piping and flanges involved.
Essentially the primary purpose of the spectacle flange is to act as a safety device so that sections of pipeline can be shut off and inspected. It differs from a valve because it acts as a permanent isolation device.
